The Universal GM Operating Framework is a complete, system-agnostic operating engine that teaches AI tools (like ChatGPT, Claude, Gemini, or local LLMs) how to behave as a competent, consistent, rules-accurate Game Master for any tabletop RPG.
Instead of loose “GM prompts,” this book gives the AI a full GM brain:
- A strict Two-Mode Engine (Fiction Mode vs Mechanics Mode)
- A System Profile so it follows your game’s RAW, not its own guesses
- A GM Reflex Layer to stop menus, railroading, and drift
- A universal Action Check Workflow for any dice system
- A cinematic Scene Engine and RAW-bound Combat Protocol
- An NPC Intelligence model with goals, fears, and tactical reasoning
- Hierarchical logic so your RPG’s rules always outrank the Framework
The result: an AI that runs your chosen system like a disciplined human referee—narrative in Fiction Mode, dice and rules in Mechanics Mode, never mixing the two.
What it does
The Framework is written as a behavioral operating system for AI GMs. It:
- Separates story and rules so the AI never dumps mechanics into narrative or narrates outcomes before rolls.
- Forces the AI to check every declared action against the System Profile and call for rolls when your game says it must.
- Prevents unwanted choice menus, railroading, skipped dice rolls, and “the AI made up a rule” behavior.
- Provides procedures for Session Initialization, Scene Construction, RAW Combat, NPC behaviour, Memory & Continuity, and Drift Recovery.
This is not a GM advice book, random table collection, or solo oracle. It’s a structural solution to the AI GM problem: how to make an LLM run a TTRPG like a real GM instead of a chaotic text generator.
